Honestly I use Firefox a lot of the time with Okular as my second go to.

I'm mostly on Windows where I can't do that for security sake -- 'cause PDFs have embedded scripting capabilities nowadays...

I make do with fairly good, free and lightweight Xchange or Sumatra.

You'll probably find something to your liking in another community I'm part of: https://www.portablefreeware.com/

You should have a look at the forum there, it's where most of the action is, IMHO.
