Right click to panel -unlock panel -add applet -lock/logout button (add to panel)

Why is a shutdown button needed on the desktop, as the shutdown, restart and logout buttons are a single click away thru the Q4OS icon, bottom left of the panel.

ahoj system vypada ok jen me např v prohlížeči nefunuije rolovaní touchpadem.....

hi, the system looks ok, but for example, scrolling with the touchpad in the browser doesn't work.....

Im going to assume you are using the TDE version of Q3OS. Have you checked your mouse settings, by going to system settings, then mouse? Is two finger scrolling enabled?
It couild also be a driver issue depending on the hardware you are using.
