USB Fat16 vs EXT4 + Swap partition

This is one area of installing any Linux distro that I lack enough knowledge.

Other than not being able to been seen by a WinOS computer, why else use Fat16 ? and not just EXT4 + Swap ?

As far as I know FAT file systems does not have ownership and access permissions like ext3, ext4. So you can use FAT32 for example if you don`t want to bother with access permissions or if you want to share stored on FAT32 data with another users without any extra work. Also don`t forget, that FAT32 (and FAT16) are supported by almost all operating systems. Just don`t use exFAT!
