OpenSnitch UI (TQt3 / TDE) - Native port

Hello again !

Here's a port of the OpenSnitch UI (originally Python/GTK) to TQt3! The port preserves the display and logic of the original while adding a few features/settings not present in the Python version.

For those unfamiliar, OpenSnitch is a Linux firewall (originally based on Little Snitch for macOS), very practical and well-regarded. This TQt3 port brings several improvements, including reduced load times and significantly lower resource usage compared to the Python version.
