How do application notifications "urgency" levels get set? [SOLVED]

I'm using dunst as my notification server, and set up a rule to play a sound for any notification with an urgency level of "Critical". Works like a charm, but...

It turns out that at least two of the applications I regularly run -- Vivaldi browser with email and feeds enabled, and audacious with song info pop-ups enabled -- both have their notifications tagged as "CRITICAL" and of course they're not. I don't need a "critical message" sound for a notification that I've got new mail or when a new song starts to play.

I looked in each app's config files and can't find anything obvious. Is there perhaps a global notifications (Open Desktop Org., perhaps?) where these can be controlled?

Okay, while this still is a mystery, it doesn't matter anymore. I did a better job of RTFM and refined my dunst filters. Might have to add new ones for other apps as time goes, but at least these two don't cause problems anymore.
