Right-click on any desktop-file.PNG causes "Error - Plasma"

Box displayed:
---------------------Error - Plasma   
---------------------Unable to create KIO worker.
---------------------Unknown protocol 'tags'.

Plasma is locked, until box has been closed.

Also,
Right-clicking a desktop-FOLDER - produces the same error box.
Right-clicking  the WALLPAPER - displays the right-click-menu.

Old problem with  video.MP4 files - but no error-box.   Entire system was locked, until power OFF.
( That problem went away after deleting ALL .MP4 references in the 'mime' tables.)

This right-click problem pertains to just the desktop.

Google took me to  "Guidelines and HOWTOs /Debugging/ Debugging KIO Workers"  which is not very intertaining.
,,,, Guess I skipped too many English classes !

This KIO??? has something to do with 'web'-flie-handling,,, like Google photos, etc.   
I can live without that 'feature'.    How do I disable it ?

KIO (KDE Input/Output) is an essential component of KDE. It seems like it is already "disabled", as in broken. Your system needs repair. A re-install is probably easiest.
