I tried the global windows rules, and it's not worth it unless there's another setting in it that can fix its issue. When it's in effect, most every new window indeed opens on the main, lower, monitor. HOWEVER, the geometry setting has an immutable x/horizontal setting of -66. I might be okay with everything opening up in the top left corner of the monitor, but not with 66 pixels hidden!
The individual window setting does not work for everything -- my "Warble" (Wordle-like) Flatpak game does not have the top left icon to click on. But for most stuff, it's great!
setting -> windows management -> focus
Then at the bottom of the focus tab is the multi monitor focus behavior which mine has "Active screen follows mouse" selected
To set the maximum size and position, you need to populate the size and position controls first. Which you add them in widow management->windows rules since these setting are not set. Click the add button the click the search button wait a second then again then scroll down add " maximum size " and "position" controls.

Hmmm...I don't quite have the same windows management focus tab as you, so not quite sure how to do your suggestion.
And sorry, don't know how to include a screen shot, either! Sad!
